The Pleasanton City Council met on Monday, Nov. 28, with two of the council members absent.

The meeting began with Mayor Mike Frisbie commending those who helped to gather funds for this years Angel Tree project. Mayor Frisbie then commended Police Chief Tristan Snyder and his officer for their actions and fine work during a recent incident.

City Attorney Burton Harding requested a ten minute executive session for legal matters. 

Upon resuming regular session, City Administrator Teresa Whitaker noted that Becky Grant, who was listed as a public speaker, had requested the action on her CUP application be tabled until the next meeting on Dec. 12.

Linn County District 2 Commissioner Danny McCullough spoke to the council in regards to previous discussions about moving the senior meal site to the community center. Council noted that negotiations had originally been for that to happen when the center was being constructed and then the county had pulled out of it. Council member Rochelle Schreckhise asked why they simply can’t repair the building the meals are currently served in.

Mike Higgins took the podium and noted that official protocol was not followed at the last meeting and an attorney has been hired and they are filing for an injunction.

T. Whitaker noted that $8,884.68 had been raised for Angel Tree this year and there are 55 kids signed up to receive gifts.

She added that Light Up Pleasanton is set for Dec. 10 on Main Street.

Whitaker then asked the council about billing the school for sewer during football season. She explained they are only billed for sewer during football season however, charges in the past have been commensurate with water usage, but the water usage is for watering the football field and is not going into the sewers. Whitaker asked the council to make a motion to reduce billing to the base charge only. Council agreed, the motion was made and carried on a 3-0 vote.

Council then approved the consent agenda, including the minutes of the last meeting; regular disbursements of $13,546.41; payroll disbursements of $20,214.11; and mandatory disbursements of $13,890.40.

Police Chief Tristan Snyder reported that the last few weeks they’ve made several arrests, some drug-related, and seized a vehicle.

Joey Morrisey, Public Works Director, noted that they’ve been working on meter reads and will be working on Main Street in the near future.

Council then tabled the discussion on the short term rental policy.

Discussion turned to bonuses for full and part time employees and Whitaker asked that council approve the bonuses have tax amounts added so that the bonus comes out the amount approved for them rather than a bonus being paid then taxed.

Council member Jake Mattingley moved to approve bonuses at $200 for full time and $100 for part time with taxes added as requested. Council member Schreckhise seconded the motion and before a vote could be taken Mike Higgins shouted “KOMA violation!” from the audience. Higgins continued to shout that council member Joe Whitaker cannot vote on anything that affects his spouse, city administrator Teresa Whitaker until police had to remove him from the building, where he continued to shout and try to disrupt the meeting.

The vote then resumed with Mattingley and Schreckhise voting yes and council member Whitaker abstaining from the vote. With the abstention, the vote carried as the abstention goes with the majority.

Council then moved to approve water bill reimbursements for city employees that live in the city limits. Mattingley and Schreckhise again voted yes with Whitaker abstaining.

Council then reviewed and approved on a 3-0 vote the trespass policy provided by Harding. (See related article in this edition)

Council opened the one sealed bid for the 1997 Chevrolet S-10 and accepted the bid of $200.

Discussion then returned to the use of the community center for senior meals with McCullough noting that the current building is in such disrepair it is cost prohibitive to repair. 

McCullough noted that he would take to commissioners whatever the city wanted to propose and T. Whitaker noted commissioners would have to have a separate meter put in for the kitchen. 

In other discussions with McCullough, Administrator Whitaker noted they would like the county to consider moving the compactor site to the industrial park to get it away from the lake and ball park.
