The council met for their every-other-week Monday meeting and heard from Renee Slinkard on Constitution Week. Mayor Mike Frisbie signed the proclamation stating Constitution Week is Sept. 17 – 23; this is the 234th anniversary of the U.S. Constitution.

A 10-minute executive session for trade secrets was held with Linn County Economic Development Director Jessica Hightower to discuss utilities to lots inside and outside of city limits. No action was taken.

City Attorney Burton Harding discussed the food truck permit and said it needs hours and days of operation; also, general liability insurance limits need to be raised from $100,000 to $1 million and add the city of Pleasanton as an additional insured.

A five-minute executive session was held for non-elected personnel. After returning to open session, the council approved taking Fire Chief Rob Dent to $300 per month salary and eliminating the hourly pay. Councilman Jake Mattingley said, “We appreciate everything you do for the city and county.”

City Administrator Teresa Whitaker told the council that the codes were written for Main Street and the book was already 22 pages long. In addition, the culvert policy is in the 30-day review period for the council to look at.

During councilmember discussion, Joe Whitaker mentioned moving the compactor away from the lake area to another site not in the middle of lakes, ball fields, etc.

Discussion of other areas ensued with mention that the county would have to sign off on any new area as they have to get trucks in to load and unload roll-off containers.

Teresa Whitaker said that STARS trade school offered to build the city a frisbie golf game for Stegge Lake; which prompted more talk of moving the compactor to another site.

During Mattingley’s portion of council member discussion he said, “This town is 90 percent good people; we mostly deal with the bottom five percent and it numbs us. I’d like to give an award to someone in the community who gives back.”

With that Mattingley said Josh Marshall was that person. Items on Marshall’s resume include Linn County Station 920 Chief, County Assistant Chief, City Council member, City Mayor, on the city fire department, and heading up the Pleasanton Planning and Zoning Board.

“People like you go unrecognized,” said Mattingley and handed him a $100 gift certificate for Marshall’s water bill.

Marshall said, “I was born and raised in this town and I want to see the best for it.”

City Superintendent Joey Morrisey told the council that the lightning strike affected the new analog card the city waited nine months to get at the water plant. He said the strike affected the chlorine and booster pump portion of the card which will not affect water quality.

He said the damage makes them have to hand write water results rather than the computer printing it.

Replacing the new card will cost $4,000 and be another nine months to be delivered. Insurance has been contacted for the damage that is now upwards of $10,000.

The council gave Morrissey a .50 per hour raise as he passed his Waste Water 1 exam.

Carolyn Fulton was hired for the position of Compactor Operator at $9.50 per hour.
